As long as no one starts calling it carbon neutral! And let's not forget that the use of "stumps, brush, small branches and tops of trees that would otherwise be discarded" has environmental consequences! If you never put any nutrients back into the soil when you harvest, the soil can only support regrowth for so long (to say nothing of other ecological impacts). The fact that he says they'd be "discarded" makes it sound like leaving the extras behind is useless.
Touche... Energy policy, environment, politics, and economics are rarely spotted at the same table ;) I think it's good to look at all available options, and use everything we have in moderation. I'm sure that there is enough wood/wood byproducts in the GTA that can be used to produce a few MW of power. A small drop in the bucket, but a drop nevertheless.
